The BNSF bridge in Fort Madison will be shut down for five weeks for repairs, but the closure won’t begin until after the Tri-State Rodeo.

According to the Pen City Current, the work was originally set to begin the day after Labor Day  — which is the day before the Tri-State Rodeo begins. Fort Madison Mayor Matt Mohrfeld found out last week about the bridge closure and reached out to BNSF with the help of Lee County Economic Development Group president Dennis Fraise to convince the railroad to wait one more week.

“We will still be closed for five weeks with a reopening date of Oct. 16,” Peter Skosey, BNSF executive director of State Government Affairs wrote in an email to Fraise and Mohrfeld. “Will continue to update if something changes and as we progress through the project.”

The Tri-State Rodeo, which typically brings in 50,000 visitors, kicks off Sept. 8, with pre-rodeo events starting Saturday, Sept. 4.

Fort Madison Bridge To Close For Five Weeks, But Not Until Tri-State Rodeo Is Over

The Burlington City Council has awarded the TIGER grant-funded Downtown Riverfront Revitalization Project to Portzen Construction, Inc., in Dubuque. The winning bid was for about $21.4 million.

That construction project is divided into two portions — redevelopment of Main and Jefferson streets and redevelopment of the riverfront. The bid on the Main and Jefferson streets portion of the project came in at $14,807,421.65, while the riverfront work came in at $6,633,284.41 

The unanimous decision by the council continues a process that began in March 2018 when the city was awarded a $17 million Transportation Investment Generating Economic Recovery (TIGER) grant. Portzen Construction was the lowest bidder (of two companies) on the roadway improvement (Main and Jefferson Streets) by over $2 million and was the only bidder on the riverfront revitalization part of the project.

Previous bids were higher than estimated due to a COVID-19-related increase in construction costs. 

City manager Chad Bird said there may be money to be saved once the city sits down with the contractor and arranges a construction schedule. The combined bid from Portzen Construction came in at $3,785,120.56 over the city engineer's estimate for the work.

“There might be cost savings in moving parts around a little bit,” Bird said.

TIGER grant funding will be used to modernize several aspects of Main and Jefferson streets in downtown Burlington. Some of the improvements associated with this project include:

• Pavement replacement on Jefferson Street from Central Ave to Front Street.

• Pavement and road replacement on Main Street from Court Street to Angular Street.

• Sewer separation on Main street from Maple Street to Market Street.

• Green infrastructure improvements on Jefferson and Main Street.

• A new 10-foot shared-use path connecting the riverfront trail from Market Street to South to Angular Street.

• New bus facilities at the Burlington Depot.

• Various aesthetic and boat ramp improvements at the riverfront.

City Council Awards $21.4 Million TIGER Project To Dubuque Construction Company

Two female juveniles from Muscatine were arrested Monday (Aug. 16) after a silver passenger vehicle driver sped through Mediapolis at about 80 mph in a 35 mph zone.

Shortly before getting pulled over by the deputy, the driver ramped the passenger vehicle out of the ditch north of the town.

Because they are juveniles, the ages and names of the girls will not be released by the Des Monies County Sheriff’s Office.

According to a press release from the sheriff’s office, a deputy was able to catch up to the silver passenger vehicle north of Mediapolis. As the deputy attempted to stop the girls, the vehicle swerved into the north ditch and became airborne before coming back to rest on the roadway.

The driver was charged with operating a vehicle while intoxicated, having no valid driver’s license, and possession of alcohol under the legal age. The passenger was charged with possession of alcohol under the legal age.

The West Central School District in Henderson County, Ill., has decided to reverse its decision to ignore a statewide mask mandate.

On Aug. 11, the board of education voted to defy Illinois Gov. J.B. Pritzker's order to require face masks. By ignoring the order, the district could have lost state and federal funding. Students also would have been ineligible to participate in athletics.

On Wednesday, Aug. 18, the school board changed its position and voted to follow the mask mandate. The district will require masks indoors, as well as on all school transportation.

West Central School Board Reverses Course and Votes To Reinstate Mask Mandate

The Burlington City Council on Monday (Aug. 2) enjoyed a brief meeting that included commendation awards for four officers and approval of contracts for two local projects.

The meeting began by awarding Burlington Police Officer Porfirio Gallegos the Medal of Valor for providing “exemplary” services on July 4 to a young man who grievously injured his hands and arms in a fireworks accident. 

Gallegos also earned the Distinguished Service Award for acting as a translator on his day off during an incident that likely would have resulted in the sexual assault of a minor had the police not intervened.

Parking enforcement officer Vicki Parrott received the Certificate of Meritorious Service for assisting an elderly woman who needed medical attention and offering to drive her home from the hospital.

Police officers Melissa Smith and Adam Sewell each received a Distinguished Service Award for purchasing and installing an air conditioning unit for an elderly veteran suffering during the height of a heatwave this summer.

Monday night’s awards were well-timed, given Burlington’s National Night Out taking place Tuesday for the first time in 10 years. Sponsored by the National Association of Town Watch, the event is meant to bring the police department and community members together for a night of activities, including games, giveaways, food, and an emergency vehicle parade.

The free event will be held along the riverfront from 6-9 p.m. and is open to the public.

Burlington Police Chief Marc Denney commended the officers recognized at the meeting and applauded the hard work of those planning the National Night Out.

“It’s taken the committee two months to put this thing together and get all the donations to pull off this event,” said Denney. “They’ve been working tirelessly on this to get it together and have a good event for the community.”

Also at Monday’s meeting, council members approved a $190,910 bid from Myers Construction of Mediapolis to renovate a restroom at Dankwardt Park located near the playground and skate park. The work is slated to begin this month and conclude in the fall.

City Council Awards Officers Who Went Above and Beyond on the Job

The Target department store in West Burlington was evacuated for an electrical fire Thursday morning (July 29) and was quickly brought under control by store employees.

The store will remain closed until electrical repairs can be made.

The West Burlington and Burlington fire departments responded to Target at 10:29 a.m. for a report of an electrical cabinet on fire. Five West Burlington and five Burlington firefighters responded. 

According to West Burlington Police Chief Shaun Ryan, the fire was located in one of the high voltage cabinets. Target employees used several dry chemical extinguishers on the fire initially to control it. Fire crews set up ventilation and monitored the fire until Alliant Energy was able to disconnect power to the cabinet.  

Damage was contained to the area of the fire. Damage estimates are being evaluated at this time. 

Danville Fire was placed on standby if needed to assist with calls during the incident, and West Burlington police also assisted.

Target Employees Swiftly Extinguish Electrical Fire

A former Danville man assaulted a Des Moines County deputy and fled from police on a stolen motorcycle Tuesday morning (July 27), reaching speeds of 90 mph in a construction zone before getting arrested.

Justin Wayne Trout, 42, formerly of Danville, is charged with eluding police (25 mph over the speed limit), speeding (25 mph over in a work zone), assault on a peace officer, driving the wrong way on a two-lane highway, first-offense drunken driving, interference with official acts, second-degree theft, driving while license revoked and a Lee County warrant for being absent from custody.

The incident and resulting high-speed chased started at 6:12 a.m. Tuesday in the 6000-block of US 61, when deputies were dispatched to a call of a motorcycle that was broken down in the ditch. The person who called the sheriff’s office said a male was standing next to the motorcycle and appeared to be under the influence of drugs.

When deputies arrived on the scene, they saw Trout sitting on the motorcycle. Trout was able to get the motorcycle running and attempted to drive south before deputies were able to speak with him. Trout then pulled into a nearby business, and deputies followed him. One of the deputies recognized the subject as Trout.

Trout gave the deputies a false name, and they believed he was under the influence of drugs. When deputies attempted to shut the motorcycle off and have Trout step off of it, he assaulted one of the deputies and drove off, heading south on US 61.

Trout drove the wrong way on the highway at over 90 mph, heading south in the northbound lane. Trout continued speeding into Lee County until his motorcycle stalled and rolled into a ditch, causing Trout to fly off the motorcycle. At that point, deputies were able to take Trout into custody. 

Deputies learned that Trout had an outstanding arrest warrant from Lee County, and had stolen the motorcycle from a residence in Danville the previous night. He was taken to the hospital where he was cleared by hospital staff, then transported to the Des Moines County jail in Burlington. 

Trout remains in the Des Moines County jail on a $63,000 bond.

Man Steals Motorcycle, Assaults Deputy and Leads Police on High-Speed Chase

Southeast Iowa is under a heat advisory until 8 p.m. Thursday night (July 29). The heat index will reach triple digits today and Thursday, according to the National Weather Service. 

The advisory issued by the National Weather Service went into effect at 11 a.m. this morning (Wednesday, July 28). The forecast called for the heat index to reach as high as 105 degrees today and 107 degrees Thursday.

The National Weather Service says the heatwave is dangerous, especially to those without access to air conditioning. Never feel hesitant to dial 911, the weather service said in a statement.

“Heatstroke is an emergency,” said meteorologist Tim Gross.

The advisory covers most of the Midwest, including portions of northeast Missouri, east-central and southeast Iowa, and northwest and west-central Illinois.

The actual temperature will be much lower than the heat index, with the weather service predicting a high of 93 degrees today and Thursday. The extremely high humidity will push the usual dangers of summertime heat to a much more dangerous degree.

“Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances,” Gross said.

In addition, the weather service advises those who work or spend time outside to reschedule, if possible.

“Know the signs and symptoms of heat exhaustion and heatstroke. Wear lightweight and loose-fitting clothing when possible,” Gross said. 

The Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air-conditioned environments. 

While today will continue to stay dry, forecasters say there is a 20 percent chance of thunderstorms Thursday afternoon. That increases to a 40 percent chance of thunderstorms later Thursday night.

Temperatures will return to late July normal after the heat advisory ends Thursday night, with a high of 83 degrees forecast for Friday (July 30). But there is also a 50 percent chance of rain Friday night, and Saturday’s high of 82 degrees brings a 40 percent chance of rainfall.

By Sunday, Aug 1., skies will again be clear, with the high hovering around the 83-degree mark.

Jefferson Street in Burlington ceased to exist for a few hours Saturday (July 17) — taken over by an antique market that attracted vendors and customers from around the country.

A Very Vintage Market, the annual event that went on hiatus last year due to the pandemic, returned with the force of a small city. Thousands of people walked Jefferson Street throughout the day, with some vendors selling out of inventory by 10:30 a.m.

Third Street served as food vendor row, and the F&amp;M Bank &amp; Trust provided perfect shade for shoppers. Street musicians propped up the festival-like atmosphere, lending the market a big event feel.

Vintage Market Attracts Large Crowds

Chas Sagedahl had struggled in his first three starts with the Burlington Bees.

Everything came together for the left-hander in Thursday’s 2-0 win over the Normal CornBelters in the second game of a Prospect League doubleheader at Community Field.

Sagedahl pitched five shutout innings, allowing two hits and a walk, but didn’t get the decision as the Bees (16-15 overall, 1-1 second half) scored both of their runs in the sixth innings.

Still, it was an important outing for Sagedahl, who pitched just 2 1/3 innings at Dallas Baptist this season. He had an 0-1 record with a 10.39 earned run average in three starts with the Bees, allowing 17 hits in 8 2/3 innings.

“It was very big for the confidence, especially struggling here and there the first couple of outings,” said Sagedahl, who pitched for two seasons at Southeastern Community College. “But basically, it was getting back to normal, and hopefully continuing like this the rest of the year.”

“He kept them off-balance, literally, through the five innings he was out there,” Bees manager Gary McClure said. “They really didn’t get good swings off him at all. He had a ton of swing-and-misses.”

Avery Owesu Asiedu had the only hits off Sagedahl, a double in the second inning and a single in the fourth. Sagedahl retired nine of the last 10 hitters he faced.

“He really attacked hitters more,” McClure said. “He got all three pitches for strikes. I think he had good run on his fastball away from hitters, and he was able to go (inside). When we called pitches in, he was able to go inside. He just pitched a really good ball game. I take my hat off to him.”

Lincoln Riley’s triple on a fly ball down the left-field line opened the sixth for the Bees. Reid Halfacre then singled to right field to bring in Riley. Mason Land’s bases-loaded ground out scored Halfacre with the other run.

Garrett Langrell (5-0) got the win for the Bees, striking out four in the last two innings.

Normal’s best scoring chance came in the sixth, when Billy Gerlott tried to score from second base on a passed ball. But catcher Chase Honeycutt made a perfect throw to Langrell covering the plate, and Gerlott was tagged out.

Normal (15-13, 1-1), which edged the Bees for the first-half title in the Great River Division by a half-game, had 11 hits in the first game, nine of which were singles.

Taylor Bruninga (3-0) was the winning pitcher. Simon Gregersen (1-3) took the loss.

ON DECK:&nbsp;The Bees play host to Clinton to start a two-game series on Friday.

NOTES:&nbsp;Bees catcher Jackson Jones got his league-leading 13th double to drive in a run in the first game. … Riley was 3-for-6 in the doubleheader, and made a diving catch on Alex Steinbach’s fly ball to center field for the second out in the fourth inning of the second game. BEES 3-2, CORNBELTERS 6-0: Sagedahl Keeps Normal Guessing In Doubleheader Split

Diavontae Davis has been found guilty of first-degree murder in the 2019 shooting death of Reynaldo "Rey" Villarreal.

Davis, 26, faces a maximum sentence of life without parole and will be sentenced on Aug. 12. He was also convicted of intimidation with a firearm to provoke fear, going armed with intent, and carrying a firearm as a felon.

Davis was arrested in September 2019 in the shooting death of Reynaldo “Rey” Villarreal, 27, of Burlington. Villarreal was attending a party when he was shot and killed by Davis, police said.

Due to COVID-19 restrictions, the general public was not allowed to attend the trial.

By Beacon Staff Starting tomorrow (Thursday, July 1), the Great River Medical Center has a new name — the Southeast Iowa Regional Medical Center. It is not just the name that is different. Great River Health acquired Fort Madison Community Hospital in 2018, which also shares the new name. The renaming of the two hospitals will help the medical entity receive greater Medicaid and Medicare reimbursements. The organization as a whole, however, will still be called Great River Health Systems. The Henry County Health Center in Mount Pleasant, which is now run by Great River Health, will remain a separate entity under the health system's umbrella. Other entities under this umbrella will include the Heritage Park Pharmacy and Heritage Medical Center. There will be three boards associated with the health system. There will be a Great River Health Board of Trustees, a Henry County Health Center Board of Trustees, and a Southeast Iowa Regional Medical Center Board of Trustees.

Burlington firefighters responded Wednesday morning to a fire at Farney's in downtown Burlington. Owner Rich Adams told The Beacon a bartender and a customer noticed, at about 8:40 a.m.,  flames and smoke by the front door going up to the stairs. They attempted to extinguish the fire. Firefighters located the fire and quickly contained it. 

Adams said there was no smoke damage to the inside of the tavern and it was a matter of replacing sheetrock and insulation. He added the fire is not thought to be electrical but the cause has yet to be determined. No injuries were reported.

Firefighters Respond To Fire Call At Farney's

Burlington High School salutatorian Hannah Hentzel did not sugarcoat how rough the past year has been.

But she did not hold back on how tough her classmates are, either.

"We have learned we can get through anything,” she said during her portion of the BHS commencement speech.

The graduating seniors received their diplomas Saturday night (June 5) at Bracewell Stadium in Burlington. They wore yellow ribbons on their purple robes to honor a classmate who did not make it to graduation — Bennett Kirk, who took his own life two weeks ago.

“Bennett was such a great friend and will forever be missed,” said graduating senior Tommy Weir.

Despite the emotional wounds, the seniors were all smiles Saturday, some tossing their graduation caps into the air as the ceremony concluded.

Trinity Cheely’s smile was full of relief.

“I turned in my last credit June 1. I barely made it, but I did,” she said.

Cheely has attended BHS entirely online after suffering excessive bullying in junior high and understands the struggle Kirk must have gone through. She has a semi-colon tattooed between her thumb and forefinger. It represents mental health struggles and the importance of suicide prevention. 

“It’s sad. I’ve had those thoughts a lot,” she said.

Cheely was able to work a job while earning her diploma, but not all her classmates were able to graduate on time. She is grateful there are credit recovery courses over the summer. This year’s graduating class was just under 200.

“Usually, it’s bigger, but with the pandemic, a lot of people didn’t make it,” she said. "They (the school district) is pretty good at working with you."

Graduate Caden Lee is looking forward to taking a year off before heading down to Alabama, where he plans on entering trade school to become an electrician.

“It’s a little crazy. I’m seeing the class of '21’s faces for like the last time ever. We’re all going to go our separate ways,” he said.

Valedictorian Subrahmanyam Mullangi remembered happier times during his part of the commencement speech, such as when plastic frogs were unleashed on the Industrial Arts classrooms. He also paid tribute to some of the less-publicized accomplishments of his classmates.

“The volleyball team won the southeast conference this year. CTE (Career and Technical Education) swept at the SCC Southeast Iowa Skills Throwdown and at the Iowa State TSA (Technology Student Association) competition,” he said. “Even in the toughest of times, Burlington Grayhounds prove to be resilient and responsive, regularly achieving in the face of adversity.”

A Tough Year — A Tougher Graduating Class

It is a relentless offense for the Burlington Bees to open the season.

Friday’s 14-6 win over the O’Fallon Hoots at Community Field was the sixth consecutive for the Bees (6-2), who maintained their one-game lead in the Prospect League’s West-Great River Division.

Burlington had 17 hits, but only two were for extra bases.

“Everyone took quality at-bats, did really well,” said center fielder Lincoln Riley, who had four hits and drove in three runs at the top of the lineup, boosting his season average to .400. “Just kind of carried it throughout the game.”

Every Bee had at least one hit, and Burlington ended the night with seven players in its lineup hitting .300 or better, with three hitters at .400 or better. The Bees are hitting .318 as a team.

“We’re a strong offense,” Riley said. “We’re dangerous, we’re really good.&nbsp;

It’s early, too — we’ve got a lot of games left and I’m excited to see what we can do.”

The Bees trailed 5-3 before scoring 11 runs in their final four innings on offense.

“We kept getting baserunners, putting pressure on their defense,” Bees manager Gary McClure said. “We continually had baserunners and put pressure on. Our guys have done a great job of just putting pressure on throughout the game, and adding runs when we do get in the lead.”

“No one’s nervous when we’re down,” Riley said. “It shows what kind of players we are, how hard we can fight back. It doesn’t matter if we’re down one run or 10 runs, we’re going to play to the ninth inning.”

Riley had an RBI single in the second inning, a single in the sixth, a two-run double in the seventh, and a single in the eighth.

“That was big,” McClure said of Riley, who is going to Eastern Illinois University next season after playing at Southeastern Community College. “He got on base, drove in runs, he just had really good at-bats tonight. He made an adjustment from the other night (he was 0-for-3 in Wednesday’s win at Alton), he didn’t have a great night. But he made adjustments and hit the ball well tonight.”

Austin Simpson had three hits and scored three runs for the Bees. Reid Halfacre, at the bottom of the Bees’ lineup, scored four times.

Tom King (1-0) was the winning pitcher in relief, throwing two scoreless innings. Brady Walker (0-2) was the losing pitcher.

Mediapolis firefighters received hands-on training Saturday during a controlled burn of a house on U.S. 61 within the city limits. A total of 15 firefighters participated in the roughly 10-hour training exercise that began at 7 a.m.

"It's an eye-opener for our younger members," said Andy Kerr, Mediapolis Fire Chief.

A total of 15 firefighters participated in the roughly 10-hour training exercise that began at 7 a.m."It's an eye-opener for our younger members," said Andy Kerr, Mediapolis Fire Chief.

The Burlington Police Department is asking the community to keep an eye out for counterfeit $20 bills. Police have received reports of the bills being passed at several locations within the city. The department is encouraging all employers to remind and review their policies concerning money and transactions.

In the photo examples provided by police, an indicator the bills are fake is in the actual text on the bills that reads “United States Copy Money.”

Counterfeit Bills Circulating Around Burlington

One chair sat empty among the 2021 Notre Dame graduates Sunday afternoon (May 30). In it was the photograph of a young boy respectfully propped up on the seat.

The boy, Garrett Brockway, would have graduated with the rest of his classmates Sunday if an accident hadn’t claimed his life in 2013. Brockway was only 10-years-old at the time.

Rev. Marty Goetz approached the chair during the graduation ceremony, laying down an honorary degree that would have been given to Garrett.  With tears, the class of 2021 listened as Goetz paid tribute to the unfailing confidence and enthusiasm of their missing friend.

The class of 32, some of who had been together since kindergarten, accepted their diplomas inside Notre Dame’s Father Minett Gymnasium. All of them had their eyes on the future.

According to principal Bruce Maupin, it’s likely to be a bright one. He proudly announced the class had earned more than $3 million in scholarship money.

“You should be proud of yourselves,” Maupin said.

Zachary Rashid, who graduated from Notre Dame in 2017, delivered the commencement address. He told the students of his mental health struggles since entering Yale and how he has been able to overcome them.

“Don’t let anyone else tell you what you should be,” he said, relating advice he received from a close friend.

Many of the graduates had already placed their focus on the future, even before the ceremony commenced. Raigan Munson, 18, will be joining the US Air Force on her way to college. She can’t wait to get started.

“We’ve worn these caps and gowns like three times, so it honestly feels like we graduated already,” she said with a laugh.

Kalle Orth, 18, started her future early. She already has a job as a CNA (certified nursing assistant).

“I get to travel around Iowa doing my job,” she said. 

Karli Artman, 17, is headed to St. Louis Community College to play basketball and start working on a degree in child psychology. She’s closing another chapter in her life, and it was a darn good one.

Graduating In Life, And In Spirit

With the sun in their eyes, an uncertain but exciting future ahead of them, the West Burlington  High School graduating class of 2021 moved onto the next phase of their lives Sunday afternoon (May 23).

The graduates claimed their diplomas on an outdoor stage on the school’s football field, seeming unaffected by the high humidity.

Lizzy Grobstich, 18, felt a bit stunned after the ceremony. She made the rounds through the large crowd after turning her tassel toward the future, doling out hugs to all who came to support her. Like a lot of her classmates, she already knows what’s next.

“I’m going to SCC for two years and going into criminal justice,” she said. “I’ve just always had a thing for helping people.”

It was the present moment — the one she had dreamed of since childhood — that seemed far more surreal.

“It feels good. Weird. It feels unrealistic, honestly, but a lot has happened,” she said.

Grobstich was referring to the ever-present specter of COVID-19 that forced students into partial online learning this year and last. It’s been a while since a graduating class has had a normal year.

“It was crazy,” Grobstich said. “I couldn’t have done it without a better group of people. We did it together. We made our own happiness out of it.”

Graduating senior Antonia Cherry, 18, is done with school. She’s heading up north to ply a trade she has dreamed of since childhood.

“I want to own my own clothing business. My aunt, who lives in Minnesota, is going to help me with that. She designs clothes,” she said.
