Marcia Alfred and Marvin Fraise were married April 12, 1962,
in Fort Madison.

Norwalk, Lisa (Dan) Graham of Deland, Fla., Jeff Fraise of West Burlington, and
Teri (Brian) Bockting of Mt. Pleasant.&nbsp;

By Beacon Staff The Burlington School board voted 6-1 Monday, March 28 to provide a $1,000 retention bonus to 40 certified school district staff members who weren’t covered by the $1,000 bonuses offered to Iowa teachers by Gov. Kim Reynolds. Reynolds made the plan for teacher retention bonuses during her Condition of the State speech in January. The motion passed by the Burlington School board on Monday is for part-time and full-time certified staff hired before Oct. 1, 2021. McVay said she voted against the measure only because she would like to see the bonuses shared equally with all district employees. She noted that the bonus amount would have to be far less, though. Iowa State University Extension and Outreach – Henry County and Des Moines County, in coordination with local conservation organizations, are pleased to offer the Iowa Master Conservationist Program in 2022. The Iowa Master Conservationist Program gives Iowans hands-on interaction with the diversity of Iowa’s natural resources. The program teaches about wildlife and plant communities and provides accurate information on a broad range of conservation issues. Ultimately, it provides individuals the resources to make informed choices for leading and educating others on a sustainable lifestyle in Iowa.

This program consists of approximately 16 hours of online curriculum and seven in-person meetings.&nbsp;The online modules will include lessons and resources by Iowa State subject-matter experts to be reviewed at the participants’ own pace at home. Module topics include conservation history and science, understanding Iowa ecosystems -&nbsp;prairies, forests, watersheds,&nbsp;implementing conservation practices in human-dominated landscapes, and developing skills to help educate others about conservation practices.

The seven in-person meetings will be held at various Henry and Des Moines County locations from 5:30-8:30 p.m. on April 7 and 14, June 30, July 7, October 13, 20, and 27.&nbsp;Each in-person meeting will be led by local conservation experts to demonstrate how the principles covered in the online curriculum play out locally.&nbsp;&nbsp;A meal will be provided at the start of each meeting.

Iowa Master Conservationist Program - Registration Deadline April 1

For early spring, temperatures in Burlington were still chilly Saturday morning, March 19.

That didn’t stop Cub and Boy Scouts from Southeast Iowa and west-central Illinois from picking up bags of donated food from area porches.

“I normally get up this early anyway,” said 13-year-old Brock Gilpin of Boy Scout Troop 25.

More than 10 local troops from the Mississippi Valley Council scoured Burlington for bags they had left on doorknobs the week prior. It was the culmination of the annual Scouting for Food drive.&nbsp;

The bags left on doors were gentle suggestions to donate. The scouts took care of the actual hunting and gathering.

Scout Troop 25 member Kasey Moss, 14, has participated in the annual food drive since he was a Cub Scout in first grade.

“It’s usually rainy every day we pick up the bags,” he said, unimpressed that the rain was replaced with a winter-like chill.

Moss and other members of Scout Troop 25 met bright and early at Bethany Lutheran Church Saturday morning, then spread out to residences around Madison Avenue to start collecting.

It wasn’t always fruitful. Moss checked several houses as his mother trolled beside him in a large pick-up truck, finding neither food nor the plastic bags he left a week prior.

But he eventually struck pay dirt and started loading canned goods into the back of the truck.&nbsp;

The boys and their parents convened back at the church with the donated goods in tow.

“We were down this year. I think it was our best year ever, we got about 700 items. This year we got about 250 items. I think we had 300 last year,” Scout leader Doug Peters said.

As they do every year, the boys left the food, which will be used to help the less fortunate, at the church.

The boys themselves had a whole Saturday in front of them, with visions of spring campouts in their heads.

“This gives me life experience, and I get to do things I wouldn’t normally do,” said 16-year-old Clay Gilpin.

The Mississippi Valley Council operates in 13 counties in Illinois, Iowa, and Missouri, serving 1,700 youth.

By Beacon Staff Two Burlington businesses failed to pass a follow-up tobacco compliance check run by the Burlington Police Department on Thursday, March 24, and four of the six businesses tested did pass the check. According to a press release issued by the Burlington Police Department, Hot Spot Food and Liquor at 1618 Osborn St. and Hy-Vee at 3140 Agency St., failed the check and sold tobacco to minors. The four businesses that passed the check and did not sell tobacco to minors during the operation are: • Aqueous Vapor – 420 North Roosevelt Suite #140 • Quik Stop – 1812 Osborn St. • Dollar General – 3320 Agency St. • Fareway Grocery Store – 920 Lawrence Dr. All six of the businesses that were tested last week failed an initial tobacco compliance check in January when Burlington Police had underage buyers attempt to buy tobacco in 32 stores. The employees who sold to the underage buyers were cited for supplying tobacco to minors as an employee of the establishment – a simple misdemeanor. The Iowa Alcoholic Beverages Division will be notified for potential civil penalties against the tobacco license holders. Additional tobacco compliance checks may be conducted periodically throughout the year.&nbsp;&nbsp;

By Beacon Staff Great River Health announced a new partnership to expand Southeastern Community College’s nursing program, funded by a grant of up to $10 million from the Great River Health Foundation. The donation is the largest financial gift in SCC’s history.&nbsp; The money will be distributed over five years to help SCC expand faculty and related student support positions, plus provide tuition assistance to students entering the nursing program. “This gift will allow us to allocate considerable resources toward the nursing program to position us for growth that we otherwise wouldn’t be able to make,” said SCC President Michael Ash said at the signing ceremony on Wednesday, March 23. “We are grateful to the Great River Health Foundation.” Great River Health Foundation executive director Jason Hutcheson said the partnership will allow more students to enter the nursing program. Labor market data shows there are over 300 nursing positions open annually within a 50-mile radius of Burlington, with a median salary of nearly $63,000. Students will have access to a dedicated nursing tutor for help with coursework and a student success advocate who will help guide them through the program and keep them on the path to graduation. “Nursing school is not easy, and not everyone is able to complete it,” said Kristi Schroeder, SCC dean of health progressions and director of nursing. “One benefit of these nursing program enhancements is that students who choose to participate will have additional resources to help them succeed.” Financial support may also be available in the form of supplemental scholarships and grants. Students will also have preferred status when applying for positions at Southeast Iowa Regional Hospital campuses in Fort Madison and West Burlington, and Henry County Health Center in Mount Pleasant.&nbsp;&nbsp;

SCC and Great River Health Announce Partnership and Largest Financial Gift In The School’s History

By Beacon Staff A Burlington woman was arrested and charged with first-degree arson after a garbage can in the 24-hour lobby of the Burlington Post Office caught fire Tuesday, March 22. Traci Lynn Wilcox Andrews, 46, has also been charged with reckless use of fire. According to a press release issued by the Burlington Police Department, Burlington Police and Fire were dispatched to the post office (300 N. Main St.) at 8:38 p.m. Tuesday for a report of a possible fire. Upon arrival, officers learned a garbage can in the 24-hour lobby portion was on fire. Officers and an employee of the post office working inside the building at the time utilized fire extinguishers to subdue the blaze. The Burlington Fire Department also further extinguished the fire upon their arrival. Through investigation, a person of interest in setting the fire, who was still in the area of the post office, was discovered. The person (Andrews) was transported to the police department for questioning. Andrews was arrested at the conclusion of the interview. Andrews was then transported to the Des Moines County Correctional Facility and is being held on bond pending an initial court appearance. As dancers transform their bodies into seemingly impossible shapes from the world around us,&nbsp;Catapult&nbsp;tells stories in a new way – using only music and shadows.&nbsp;Catapult’s magical&nbsp;show is scheduled to begin at 7:30 p.m. Thursday, March 24, at Burlington Memorial Auditorium.

Catapult&nbsp;is a shadow illusion performance company. They caught the public’s attention with an appearance on America’s Got Talent in 2013. Since then, they have been busy touring the world with their hit show “Magic Shadows.” They’ve done music videos for other artists, played for royal families, helped nonprofits like the Girl Scouts and the United Way, and filmed a special for HBO.

Catapult&nbsp;was founded in 2009 by Adam Battelstein, a dancer, actor, choreographer, and writer. Before forming&nbsp;Catapult, he toured worldwide with Pilobolus for 19 years and performed as a guest artist with Momix. Battelstein has been noted by The New York Times for his “comic genius,” and as a “master clown disguised as a dancer.” A Houston native, he was a master teaching artist for Connecticut for over a decade and created four acclaimed children’s shows that reached thousands of children with integrated topics such as science, literacy, and nutrition.

Because of construction in the north parking lot, shuttles will pick up people at free parking locations throughout downtown Burlington. Parking is still available in the auditorium’s south parking lot.

Joshua Ragar Joins U.S. Bank

The Burlington City Council passed the fiscal year 2022-23 budget, approving borrowing $10.85 million in general obligation loans at its regular meeting on Monday, March 21.

For 2022-23, the estimated total tax levy rate per $1,000 of valuation on regular property is $15.43637. The property tax rate will not change from the previous year.

The city’s operating revenue for 2022-23 is estimated to be $85,609,791, with expenditures of $90,554,605. That includes $28,805,525 in capital projects. The taxable valuation for the city is down by 2.25 percent.

The council also voted to enter into general obligation loan agreements for a principal amount of $10.85 million. That money will be used for several purposes, including:

• Street, stormwater drainage, water system, sanitary sewer system, and sidewalk improvements.

&nbsp;&nbsp;• Acquiring and installing street lighting, signage, and signalization improvements.

&nbsp;&nbsp;• Improving and equipping municipal parks, including the Riverfront Park Enhancement Project.

&nbsp;&nbsp;• Beautifying and improving real estate associated with and adjacent to flood control improvements.

Before approving the budget, the council made a proclamation that designated Burlington Police Officer Will Reddick as the Lieutenant Steve Casady Officer of the Year. The honor is named for Casady, who exemplified the characteristics of an officer going above and beyond expectations daily.

Reddick has been instrumental in the success of the Problem-Oriented Policing Unit. In addition, he has had countless cases presented and accepted by the United States Attorney for prosecution.&nbsp;

Reddick’s work at the federal level has been so successful that he recently became a federal task force officer. He is the first in the history of the Burlington Police Department to hold such a position.

The driver, Jacob Pratt, was not injured and was waiting for police on the shore when they arrived. According to Burlington Police officials, Pratt was issued traffic-related citations for the incident. Police responded to the scene after receiving a call at 10:16 a.m. The truck was parked at the riverfront and had some mechanical issues, which finally caused it to go over the edge of the seawall, according to police. Comic Books and Pop Culture Taking over mall on Saturday

Story and photos by William Smith When Gene Wilkerson and Lori Orth walked through the doors of The Beat Tavern carrying their bagpipes early Thursday afternoon, a warm crowd of St. Patrick’s Day revelers greeted them. “Hey!” they yelled as Orth walked in. Wilkerson, who held the door open for Orth and trailed behind her, couldn’t resist giving the bar patrons a little flack. “Where’s my big greeting?” he asked. “We gave you a ‘Woo!’” one of the patrons said, causing a grin to spread across Wilkerson’s face. Then, Orth and Wilkerson walked to the front of the bar and started playing, filling their instruments with their own breath before blowing out that distinct Irish sound. Several ovations from the bar patrons followed. Wilkerson and Orth were representing The O’Leary Brothers – a loose conglomeration of local bagpipe musicians that used to include Bill Malcolm and the late Tom Walz.

It was the first time Wilkerson had played bagpipes on St. Patty’s Day without Walz for quite some time. Walz, who was accurately known as Mr. Burlington due to his hardy volunteer spirit, died in December of 2021. Bill Malcolm moved to Florida. Wilkerson didn’t wear a kilt this year, but he was clad in plenty of green. “This is kind of the last remnants of it (The O’Leary Brothers),” Wilkerson said. “What was left of the core group is now gone. It’s just us.”

Across town, over at Kelly O’Shea’s Pub, seats were filled with even more St. Patty Day’s revelers – many of them clad in outlandishly green outfits. “We always try to come out because it’s fun. My friend’s birthday is right before this, so we celebrate her birthday on St. Patrick’s Day,” said Danyl Garcia, who wore giant green glasses, decorated with even bigger letters that read “Happy St. Pat.” Garcia and her friends started barhopping at 9 a.m. and were already on their third bar by 11:30 a.m. “We’ll probably be out to the last man standing,” she said.&nbsp;

Bagpipes and Green Garb: A Lively Start to St. Pat’s Day in Burlington

Former Southeastern Community College basketball player Alier Riak, 23, who played for the Blackhawks&nbsp;from 2017 to 2019, was stabbed to death early Sunday, March 13 in Victoria, Australia – his home country. According to the official Victoria police website, emergency services in Melbourne received a report of a brawl early Sunday morning. The officers found two men - Alier and his brother Kuol Riak - with upper body stab wounds at the scene.&nbsp;

Riak was later identified as one of the victims. He died from his wounds soon after arriving at Royal Melbourne Hospital. Kuol Riak&nbsp;was discharged from The Alfred Hospital later that same morning. Riak started his college basketball career at SCC, where he played two seasons as a 3-point specialist, with his sophomore year resulting in a 27-5 record that qualified the team for an appearance at the National Junior College Athletic Association Division 1 tournament. After his stint at SCC, Riak transferred to Winona State in Winona, Minn., where he spent the remaining two years of his college career. After graduation, Riak returned to Australia to chase a professional basketball career in his home country, playing in the semi-pro NBL1. He spent the 2021 season with the Warwick Senators, playing in 18 contests and averaging 8.5 points per game and 5.4 rebounds, and signed to play with the Darwin Salties for the 2022 summer season, though he did not get a chance to play for his new team before his death. A GoFundMe has been set up to help Riak's family with the costs of his funeral and the transport of his body. "Alier was a gentle soul. Not only was he kind, he was selfless, hardworking and full of love for his family and friends. Being a role model, Alier’s influence was huge within his community and beyond," organizer Thon Riak posted. So far, the page, titled "A Dignified Send off for Alier Riak," has raised over $56,000.&nbsp;&nbsp;

Former SCC Basketball Player Dies in Stabbing in Australia

By Beacon Staff The target of a large-scale methamphetamine trafficking investigation was arrested in McDonough County, Ill., Tuesday, March 15, two days after he led a high-speed chase across Burlington.&nbsp; The chase started when Des Moines County Sheriff's deputies began pursuing 34-year-old Larry Keith Knotts – a known wanted subject.&nbsp; The pursuit, which involved the Burlington and West Burlington Police Departments, was kept largely within Burlington city limits until Knotts was able to lose police through high speeds and reckless driving.&nbsp; Officers then located the fleeing vehicle parked in the area of 1511 Gnahn St., the known address of the suspect’s mother. Deputies gathered a witness statement of the suspect leaving the vehicle and heading toward the residence from the vehicle. A search warrant was then obtained and executed on the residence. The Des Moines County Tactical Response Team made entry into the residence, but Knotts was not located. On Friday, March 11, tactical teams from the Des Moines County Sheriff’s Office, the Burlington Police Department, and the Iowa State Patrol had executed search warrants at Knotts’ known residences in response to an ongoing narcotics investigation. Knotts was the target for arrest.

On Tuesday, March 15, at approximately 12:50 am, a Macomb police officer attempted to stop a vehicle (driven by Knotts) after the driver violated several traffic laws. The vehicle refused to stop for the officer. The officer continued to follow the vehicle and was eventually able to stop the vehicle inside a parking lot of a local business, with the assistance of additional units.

Upon further investigation, officers determined there was a large quantity of Crystal Methamphetamine (field tested positive) inside the vehicle and on the driver’s person. A large quantity of cash and miscellaneous jewelry were also located during the investigation. Furthermore, there was an infant child inside the vehicle, who was not properly secured in a child safety seat at the time of the stop. The child and passenger were safely escorted from the vicinity of the preliminary investigation by officers.

Knotts was placed under arrest and was transported to the McDonough County Jail for lodging. Investigators assisted and later determined that Knotts provided a false name to officers during the initial investigation. Additionally, investigators determined that Knotts was previously involved in a high-speed chase in Burlington authorities and was wanted on a felony warrant.

Possession of Methamphetamine 15-100 grams, Methamphetamine Trafficking, Obstructing Justice/Evidence Destruction, Aggravated Fleeing/Eluding, Endangering the Life or Health of a Child, and Obstructing Identification. Knotts was further cited for: Driving While License Suspended, Child Safety Seat, Improper Lane Usage, Wrong Way on a One-Way Street, Disobey Stop Sign.

Burlington Chase Suspect Initially Eludes Police, Later Arrested in Illinois

The bridge to Starr's Cave has been temporarily closed in order to protect a nesting owl and its young. On March 16, Starr's Cave Nature Center staff received a report that someone had been harassing and throwing objects at an owl nesting near the bridge to the cave. According to a Facebook post, the bridge has been closed to visitors until all of the owls have left the nest. An update will be provided when the bridge is open again.

Protecting the environment, including wildlife, and living by the principles of leaving no trace behind may seem insignificant until a person considers the combined effects of thousands of people traveling to the same outdoor points of interest. Over time, simply walking or moving through wild areas can degrade natural surroundings.

The U.S. National Park Service reminds nature lovers that everyone has a role in protecting wild spaces. Park visitors should be conscious of how their behaviors affect animals, plants, ecosystems, and even other people. The concept of the Leave No Trace program is comprised of seven principles. These can serve as a starting point of reference when taking part in outdoor activities. Here's a look at the seven principles:

Planning ahead helps outdoor enthusiasts accomplish their goals safely and with preserving natural resources in mind. Knowing regulations, visiting in small groups, scheduling trips to avoid busy times of the year, and thinking about ways to minimize damage should all be part of the planning process.

2. Travel and camp on durable surfaces

Durable surfaces are those designed to be used as maintained trails and campsites. They include gravel, rock, dry grasses, and snow. Visitors should avoid walking on natural vegetation and trailblazing. Stick to existing trails and campsites.

"Carry in/carry out" means trash should be packed up and disposed of in proper receptacles. In addition, inspect surroundings for spilled food or litter.

Waste also applies to wastewater and human waste. Proper disposal of wastewater can help prevent contamination of the ground and natural water surfaces. Learn how to properly handle waste based on the site you will be visiting.

Do not take vegetation or other structures from natural areas. Avoid digging or modifying sites. Also, do not touch cultural or historical structures and artifacts.

When fires are needed, use established fire rings, pans, or mound fires. Consider using a lightweight camp stove for cooking and a lantern for illumination. Keep fires small and only use downed and dead wood.

 </figure>By Beacon StaffThe bridge to Starr's Cave has been temporarily closed in order to protect a nesting owl and its young. On March 16, Starr's Cave Nature Center staff received a report that someone had been harassing and throwing objects at an owl nesting near the bridge to the cave. According to a Facebook post, the bridge has been closed to visitors until all of the owls have left the nest. An update will be provided when the bridge is open again.Protecting the environment, including wildlife, and living by the principles of leaving no trace behind may seem insignificant until a person considers the combined effects of thousands of people traveling to the same outdoor points of interest. Over time, simply walking or moving through wild areas can degrade natural surroundings.The U.S. National Park Service reminds nature lovers that everyone has a role in protecting wild spaces. Park visitors should be conscious of how their behaviors affect animals, plants, ecosystems, and even other people. The concept of the Leave No Trace program is comprised of seven principles. These can serve as a starting point of reference when taking part in outdoor activities. Here's a look at the seven principles:1. Plan ahead and preparePlanning ahead helps outdoor enthusiasts accomplish their goals safely and with preserving natural resources in mind. Knowing regulations, visiting in small groups, scheduling trips to avoid busy times of the year, and thinking about ways to minimize damage should all be part of the planning process.2. Travel and camp on durable surfacesDurable surfaces are those designed to be used as maintained trails and campsites. They include gravel, rock, dry grasses, and snow. Visitors should avoid walking on natural vegetation and trailblazing. Stick to existing trails and campsites.3. Properly dispose of waste"Carry in/carry out" means trash should be packed up and disposed of in proper receptacles. In addition, inspect surroundings for spilled food or litter.Waste also applies to wastewater and human waste. Proper disposal of wastewater can help prevent contamination of the ground and natural water surfaces. Learn how to properly handle waste based on the site you will be visiting.4. Leave what you findDo not take vegetation or other structures from natural areas. Avoid digging or modifying sites. Also, do not touch cultural or historical structures and artifacts.5. Minimize campfiresWhen fires are needed, use established fire rings, pans, or mound fires. Consider using a lightweight camp stove for cooking and a lantern for illumination. Starr's Cave Bridge Closure Provides Reminder to Respect Wildlife

Object 71.11 is… well…odd. A metal handle attaches to a
rusted tangle of metal rings, which could lead to questions like “what the heck
is that thing?”

Hazel McAnally was an active collector of many things, among
them a lovely wooden cabinet that contains a lovely button collection that is
currently on display in the Rotunda here at the Heritage Museum. Another
object from the Collection that was once owned by Ms. McAnally is the object
pictured. 

Cast iron cookware has been in existence for over 2,000
years, starting with the Han dynasty. Eventually, in 16th-century Europe, cast iron cookware caught on. And with the cookware came the
need to be able to properly clean it without losing the non-stick
characteristics of a well-seasoned pan. 

Chain mail developed not too long after cast iron cookware,
believe it or not. Historians are unsure as to exactly where chain mail was
originally developed though. There are examples that were used by the ancient
Celts, the Japanese, the Chinese, and the Romans. Although it was mostly used as
a form of armor, chain mail could also be used for jewelry and other
applications.&nbsp; 

Cast iron, once it is properly seasoned, has a
non-stick coating that can rival the very best non-stick cookware and
generally lasts a lot longer. Unfortunately, that same seasoning can limit your
options as far as cleaning the cast iron goes. Most aficionados of cast iron
will tell you that cleaning it with soapy water is practically a cardinal sin,
so how to clean any remnants of your meal from the pan when simply wiping it
out won’t do? That is where our object comes in handy. 

The chain mail portion of our tool acts like a metal scrubber,
allowing the wielder to clean any stuck on or burnt particles while helping to
maintain the seasoned surface of the cast iron. One would simply scrub the pan
or skillet with our object, some water, and a generous application of elbow
grease, then wipe it clean when done. This method eliminated the need to
constantly re-season your pan or skillet, in turn prolonging the life of
the pan. 

Chain mail scrubbers are currently enjoying a surge in
popularity, with multiple versions being available on the internet. It seems
that what was once old, is new again!

By Beacon Staff The target of a large-scale methamphetamine trafficking investigation is at large after a high-speed chase across Burlington Sunday, March 13. The chase started when Des Moines County Sheriff's deputies began pursuing 34-year-old Larry Keith Knotts – a known wanted subject. According to a press release from the Des Moines County Sheriff’s Office, Knotts is also known to be armed and dangerous and has made threats directly to area law enforcement. The pursuit, which involved the Burlington and West Burlington Police Departments, was kept largely within Burlington city limits until Knotts was able to lose police through high speeds and reckless driving.&nbsp; Officers then located the fleeing vehicle parked in the area of 1511 Gnahn St., the known address of the suspect’s mother.&nbsp; Deputies gathered a witness statement of the suspect leaving the vehicle and heading toward the residence from the vehicle. A search warrant was then obtained and executed on the residence. The Des Moines County Tactical Response Team made entry into the residence, but Knotts was not located. Two days prior, on Friday, March 12, tactical teams from the Des Moines County Sheriff’s Office, the Burlington Police Department, and the Iowa State Patrol executed search warrants at Knotts’ known residences in response to an ongoing narcotics investigation. Knotts was the target for arrest.&nbsp;

Drug Trafficking Suspect At Large After Escaping Police In High-Speed Chase

The Burlington Police Department had a busy weekend, responding to a shooting, “shots fired” calls and conducting search warrants in an ongoing narcotics investigation.

The only incident to result in injury occurred roughly around 5:12 a.m. Saturday (March 12), when police were dispatched to the 1900-block of South Central Avenue regarding a shooting incident. 

Upon arrival, officers located a 34-year-old male with a gunshot wound to his hand. The male was transported to the Southeast Iowa Medical Center for treatment of a non-life-threatening injury. The facts and circumstances of the shooting are being investigated by the Burlington Police Department’s Criminal Investigations Division.

Shell Casings and Bullet Holes Found After “Shots Fired” Reports 

Police also responded to a couple of “shots fired” calls Friday (March 11) and Saturday, and discovered shell casings in both incidents.

On Friday (March 11) at approximately 10:09 p.m. officers from the Burlington Police Department were dispatched to the 1000-block of Summer Street regarding several reports of shots fired. Upon arrival, officers located 18 spent shell casings in the area of Summer and South Streets as well as the 1600 block of South Street. No victims and/or damage were located at the scene. 

On Saturday at 11:24 p.m. officers from the Burlington Police Department were dispatched to the 1100 block of South Central Avenue regarding reports of shots fired. Officers located 8 spent shell casings in the area of South Central Avenue and 10th Street. Officers additionally located an occupied vehicle in the area with bullet holes. The occupants of the vehicle were unharmed.

The Southeast Iowa Narcotics Task Force conducted multiple search warrants Friday in the Greater Burlington area regarding ongoing narcotics trafficking investigations. 

Several other local, state, and federal agencies assisted with the search warrants. No additional information is being released at this time.

Southeast Iowa Regional Medical Center has been reaccredited by the Center for Improvement in Healthcare Quality (CIHQ). In an unannounced rigorous onsite assessment, the hospital demonstrated compliance with CIHQ standards and the conditions of participation by the Centers for Medicare and Medicaid Services.&nbsp;<a>&nbsp;</a>

This recognition reflects the hospital’s continuous commitment to safety and quality patient care.&nbsp;Over three days, the CIHQ team toured hospital campuses in Fort Madison and West Burlington, reviewed medical records, observed care practices, and interviewed staff and patients. The accreditation period is three years.&nbsp;

“Our continuous readiness philosophy means our staff is always prepared for these unannounced surveys,” said Shelby Dickens, chief quality officer, Great River Health. “Although being surveyed is stressful, we regard it as an educational experience that helps up make adjustments as necessary to improve patient care.”&nbsp;

The CIHQ surveyors wrote these comments about Southeast Iowa Regional Medical Center:&nbsp;

Club makes Burlington better through special projects and fundraisers.

From seemingly out of nowhere, more than 800 American flags sprout from the ground across Burlington and West Burlington every Memorial Day, Labor Day, Independence Day, Veterans Day and Flag Day.

The flags, planted by the members of the Burlington-West Burlington Optimist Club and other neighboring service organizations, are gone by that night. A patriotic display that’s as brief and meaningful as it is practical.

“You can’t leave the flags outside,” said Dave Nuebel, longtime Optimist Club member. “The stars that are sewn on are cotton, and they will start to mold.”&nbsp;

Lovingly dubbed The Avenue of the Flags, the volunteer service project serves as the biggest fundraiser for the Optimist Club. Residents pay a fixed amount to have a flag planted in their yard, festooning neighborhoods with patriotic color. Since there are 801 flags to plant in such a short time, the Optimist Club enlists other service organizations to help.

The money itself is used for various charity projects, such as the annual Coats for Kids drive and scholarships for local students.

“We’ve done some amazing projects over the years,” said Jerry Rigdon, the only charter member left of the Optimist Club.

Rigdon joined the club, which is part of Optimist International, back when it began in Burlington. That was 1974.

“There was a time in the 1970s when there was great growth in these organizations,” said Rigdon, who noted there were 54 members in the beginning.

Founded in 1916, the Optimist Club expanded into an international organization in 1919 and has grown to more than 80,000 members spread across 3,000 clubs throughout the world. Each club is autonomous, tasked only with employing service projects to help local children and the club’s community.

Locally, in addition to providing free winter coats to children, the club also gives away presents to area needy kids during the Christmas season.

Then, there are the scholarships — one of the least recognized and publicized aspects of the group’s efforts. Every year, the club hands out 14 scholarships to local students totaling $6,850.

“I like the Optimist Club because of their motto, which is ‘Bringing out the best in kids,’ ” said Marguerite Fehseke, who has been a member of the club since 2010.

Twice each year, Fehseke dresses up and reads to children for the Optimist Club. She’s usually dressed as one of the characters from the book she’s reading. If it’s “Cat in the Hat,” she’ll be dressed as the cat himself.

“After they listen to the stories, we give away free books,” said Fehseke, who is a former children’s author and parole officer.

Fran Tillman was the first woman to join the Burlington-West Burlington Optimist Club back in 1987. Her late husband was also a member.

“I was the first one to receive the master secretary treasurer award for the state,” she said.

Things were different then. The Optimist Club volunteers manned a popcorn stand at Steamboat Days. Selling Christmas trees was a primary fundraiser for the club.

The fundraisers are different now, but Tillman’s commitment remains the same. You can find her every week at the Thursday meetings.

“I plan on being a member as long as I live,” she said.

Optimist Club member Becky Ruberg, who is an assistant in the youth services department at Burlington Public Library, heads up the junior Optimist Club. Also known as a JOI (Junior Optimist International) club, the youth work just as hard as their adult counterparts.

&nbsp;“I don’t know if there is any other library in the state that has a JOI club as their teen advisory board. So, it’s kind of unique,” Ruberg said. “We’re talking to a couple of other libraries that are thinking about doing that.”

Just like the adult version of the club, the JOI club has official meetings, complete with motions and votes. They even have their own club name, TICOS, or Teens Inspiring Change, Optimism, and Service.&nbsp;

They spend most of their time working, trying to complete service projects before planning for the next one. Last week, they stuffed bags full of local employment information for a passive job fair.

“I enjoy helping people. I like coming down here,” said Kayley McAninch, 15. “Every time we come down here to do things, it’s just a fun time.”

Youth club member Korina Sears, 15, currently serves as the lieutenant governor of the Junior Optimist International for southeast Iowa. But when she’s at work on a service project, it’s hardly the first thing on her mind.&nbsp;

“I love working with people, even if they are a little bit older than I am,” Sears said.

Sears joined the club when she was 12, and her mother initially worried she was too young to handle it.

But Sears is a take-charge kind of youth and blazed into her volunteer work with confidence.

“I want to be an engineer someday, and I want to join the adult Optimist Club,” she said.

Like most service organizations across the country, the Burlington-West Burlington Optimist Club has difficulty recruiting new members. And they’re always looking.

It’s harder to recruit people than it used to be,” Rigdon said.

For those who are interested, the group meets weekly at noon every Thursday at Happy Joe’s. Nae Hillyer, who heads up the Coats for Kids charity, also accepts calls from potential members.

“Everyone has my phone number,” she said with a laugh.

I like coming down here,” said Kayley McAninch, 15. “Every time we come down here to do things, it’s just a fun time.”Youth club member Korina Sears, 15, currently serves as the lieutenant governor of the Junior Optimist International for southeast Iowa. But when she’s at work on a service project, it’s hardly the first thing on her mind.&nbsp;“I love working with people, even if they are a little bit older than I am,” Sears said.Sears joined the club when she was 12, and her mother initially worried she was too young to handle it.But Sears is a take-charge kind of youth and blazed into her volunteer work with confidence.“I want to be an engineer someday, and I want to join the adult Optimist Club,” she said.<figure>

the Burlington City Council voted 4-1 Monday night (March 7) to add 40 
barrels full of sand to ensure the bridge’s protection. City
 council member Matt Rinker was the only “no” vote, as he deemed the barrels too expensive and ineffective. He also thought they would be an attractive nuisance for kids who want to take the lids of 
the barrels and use them as sandboxes.&nbsp; The 
barrels will cost the city roughly $12,000, breaking down to about $300 
per barrel – 20 on each end of the bridge. That includes the price of 
staff, which is nominal, and the price of sand, which is a bit more 
expensive. Mayor Jon Billups said during the 
council work session the previous Monday (Feb. 28) that the barriers 
could save someone’s life. Cascade Bridge was closed to vehicle traffic 
in 2008 and pedestrian traffic in 2019 due to safety concerns, but two 
vehicles have crossed the bridge since the closure. The
 first incident occurred in February of 2020 when a motorist lost 
control of their vehicle after their brakes failed. The second incident 
occurred in December of last year when a high-speed chase crossed the 
bridge. The vehicle was able to scrape through the barriers and cross to
 the other side, and police did not follow it across the bridge. They 
were able to apprehend the suspect later. Assistant
 city manager for public works, Nick MacGregor, said the proper signage 
indicating that the bridge is closed is up. After Billups asked him to 
look at ways to enhance the barricades, he suggested the barrels – the 
same kind found on highways to reduce the impact of traffic accidents. MacGregor said he and Billups initially discussed installing Jersey barriers 
(concrete slabs that measure 32 inches high with slanted sides), but 
that proved to be a problem with liability for the city. Jersey barriers
 are static and have a greater chance of causing injury. City Manager Chad Bird said the bridge is considered “fracture critical.” “When
 one piece goes, the whole thing goes,” Bird said. “Just look at the 
exposure and liability if someone gets on there and the bridge goes 
down.” Billups noted that if the bridge does fall down, it could destroy the sewer beneath it. “I think we really have to protect the city on this,” Billups said. Bird noted that the barrels would have further uses beyond protecting the bridge. “For 12 grand, it seems like money well spent to protect us from a possible lawsuit,” Billups said. Replacing the Cascade Bridge The
 Cascade Bridge could possibly be replaced for roughly $7 million and 
is on the city council’s five-year plan. Ever rising inflation may drive 
the price higher over the next few years, though. “I
 think this project is probably the biggest concern, from what happens 
with estimation and inflation and how you plan for this bridge. This is 
complicated work, and we don’t know how inflation will affect it,” Nick 
MacGregor said during an October council meeting. A
 million-dollar grant from the federal government already obtained by 
the city is a good start, and other funds will be allocated as well. 
That includes more possible grants from national infrastructure 
projects. The council will also be using part 
of the city’s $3.6 million in ARPA (American Rescue Plan Act) funds to 
pay for sewer separation – specifically the South Street sewer basin. 
That will free up debt capacity that can be used toward the Cascade 
Bridge, which means the city likely won’t have to issue a bond to pay 
for it. Billups confirmed that the bridge will 
be a replacement of Cascade Bridge rather than a rehab of the existing 
structure, which dates back to 1896. The details will take shape in the 
coming months and years. “The only thing for 
certain is that we are planning an all-traffic bridge that will have 
vehicles, bikes, and pedestrians,” Billups said.&nbsp;&nbsp;

Sand-filled barrels to block off Cascade Bridge

Joining the Fort Madison Middle School basketball team wasn’t an easy decision for 14-year-old LaVontré Gray.

Gray has autism and has a hard time dealing with large crowds.

“He’s a gentle giant. He just wants to be accepted,” said his mother, Jocelyn Cook.

Standing 6 feet 2 inches and wearing a size-18 shoe, Gray was determined to join the team.

In early February, after missing part of the basketball season due to COVID-19, Gray finally played his first game. By the next day, he was a viral Facebook star.

“I had nurses coming up to me saying, ‘I saw your son,’” said Cook, who is also a nurse. “I hadn’t even talked about it to anybody yet.”

The clip went viral, not because of Gray’s actions, but because of the kindness of his teammates and the opposing team. The ball slipped out of his hands, and one of his teammates bounces it back to him quickly.

Gray takes several shots without success, so members of the opposing Burlington team start batting the ball back and passing it directly to Gray. The referee even gets in on the action, hiding her hands behind her back after knocking the ball back to Gray.

“Help him out!” someone yells from the crowd.

Then, it happens. Gray shoots a basket. It goes in. And the crowd goes wild.

“It just made me happy,” said Cook. “It takes a lot for him to be in a big group like that.”

As much as Gray enjoys basketball, he’s not fostering any hopes of becoming a sports star.&nbsp;According to his mother, he’s much more likely to become a cook.

“He makes YouTube tutorial videos. He loves to cook,” Cook said. “He loves to travel and swim.”

But Gray will never forget the day he made the big basket.
